Indian Ministry Of Finance Issued An Anti-dumping Tax Order On Decorative Paper To China

On December 27, 2021, the tax bureau of the Ministry of finance of India issued Circular No. 77 / 2021 customs (add), claiming to accept the final anti-dumping recommendation made by the Ministry of Commerce and industry of India on September 28, 2021 on decorative paper originating or imported from China, that is, to impose anti-dumping duties on the products involved for a period of five years, among which the manufacturer, Zhejiang kingdecor (Zhejiang) Co, Ltd., Shandong Boxing Ouhua Special Paper Co., Ltd. and Zibo Ou Mu Special Paper Co., Ltd. are both $110 / mt, and other manufacturers are $542 / Mt. This case involves products under Indian customs codes 48059100 and 48022090. The products involved in the case include various types and sizes of decorative paper, such as surface paper (white / gray white), lining paper (white / gray white), impermeable paper, template bottom paper, covering paper, printing base paper (color / white), waxing, coating, impregnation base paper, decorative base paper, decorative paper for high-pressure or low-pressure laminates, with dimensions of 95cm, 96cm, 102CM 123 cm, 123.5 cm, 124 cm, 124.5 cm, 125 cm, 131 cm, 132 cm, 183 cm, 184 cm and 185 cm; 40-130 g weight, Klemm water absorption of at least 12 mm every 10 minutes, wet tensile strength of 6 – 12n / 15mm, air permeability of 10-40sec / 100mL, roll uncoated paper containing titanium dioxide or pigment in the coating. On September 30, 2020, the Ministry of Commerce and industry of India announced that it would launch an anti-dumping investigation on decorative paper originating or imported from China upon the application submitted by the Indian enterprise ITC limited paperboards and special papers division. On September 28, 2021, the Ministry of Commerce and industry of India announced that it would make an affirmative final anti-dumping award on decorative paper originating or imported from China.
